Cybersecurity Concerns Loom Large as the 2025 Philippine Midterm Elections Approach



As the 2025 midterm elections in the Philippines draw closer, cybersecurity experts are raising serious concerns about the nation’s readiness to handle potential cyberattacks. With recent data showing a 28% increase in cyberattacks, from five billion attacks per day in early 2024 according to Cloudflare, experts are underscoring the need for heightened vigilance and strengthened infrastructure. This rapid increase reflects both an escalating global cyber landscape and the increasing reliance on digital systems, especially during pivotal national events like elections.


During the recent Bagong Pilipinas Media Engagement and Workshop, industry leaders cautioned that advancements in artificial intelligence and cyber warfare could create new, potent threats to the government’s communication networks, particularly during election periods. Stakeholders worry that foreign adversaries may target the Philippine telecommunications space to exploit vulnerabilities, potentially affecting both public and private sector operations. CYFIRMA, a cyber intelligence firm, flagged the Philippines as a key target for cyber espionage due to insufficient awareness and infrastructure, particularly as regional tensions grow.


In addition to cybersecurity infrastructure, legislative shifts in telecommunications oversight are creating new areas of concern. Senate Bill 2699, also known as the Konektadong Pinoy Act, proposes reducing the National Telecommunications Commission (NTC)’s role to a basic registry function, removing its existing oversight authority. This change has alarmed advocacy groups like CitizenWatch Philippines and Stratbase, who warn that weakening regulatory oversight could leave consumers vulnerable to poor service and cyber threats. CitizenWatch Lead Convenor Orlando Oxales points out that if the NTC’s regulatory power is curtailed, it could open doors for cybercriminals to exploit weakened protections, affecting both private citizens and enterprise consumers across sectors.
