With a Global Cybersecurity Index (GCI) score of 93.49, the Philippines is just 1.51 points away from reaching Tier 1 in the United Nations Global Cybersecurity Index—a prestigious benchmark that only a handful of countries achieve. Jeffrey Ian Dy, DICT Undersecretary for infrastructure management and cybersecurity, noted that the landscape of cyber defense is shifting from a mindset focused solely on protection to one driven by resilience and proactive defense. "Our goal is not just protection. That is so 2010s. Our goal is resilience. Our goal is proactive defense," he emphasized. This approach underscores a critical evolution in strategy, as daily monitoring reveals that government infrastructure alone faces about 2.1 million cyber threats, with a significant portion directly targeting critical information systems (Source: DICT).
The increase in the number and complexity of cyberattacks is evident. The National Computer Emergency Response Team (NCERT) reported 2,207 incidents in the first nine months of this year, up from 1,834 in all of 2023, with over half of these incidents directed at government communication networks.
